Summary

The role of agriculture in society has changed. Its multi-functions in modern society call for a new policy approach: the concept of “decoupling”, with direct income payments.

The main source of concern and cause of economic trouble for grassland farming is the competition coming from the extremely low prices for cereals and all other forms of feed concentrates. The use of grassland and the production of forage is less and less profitable because of the competition of the very cheap feed and feed-substitutes, most of them imported from overseas. Unfortunately, the GATT-agreement tends to aggravate this situation; the EU was not able to get its “Rebalancing-proposal” accepted.

The solution, I shall propose, is a policy of “decoupling”, with direct income payments to grassland farmers, the taxation of feed concentrates and some additional measures. In Switzerland, where grassland farming is predominant (80% of the agricultural land), such a policy is already in effect.
