Plant pests are a major threat to horticultural production. Imported horticultural products are a main source of quarantine pests nowadays. Over the last decade the risks of pest introduction have increased and will continue to increase as a result of increased volumes of world agricultural trade and trade liberalisation. At the same time, the capacities of quarantine authorities to provide phytosanitary inspections of imported horticultural products are limited and falling behind this increased growth of trade. Therefore, a system of optimal phytosanitary monitoring is required to minimise the risks and consequences of pest introduction within the limits of the phytosanitary inspection agencies. This poster presents a typical production chain of ornamental plants in the Netherlands. The stages with high risks of pest introduction are identified. Finally, a modelling approach for designing an optimal phytosanitary monitoring of the horticultural production chain is presented.
