The growing demand for water, especially in agriculture, increases the dispute of users for utilization of the good, both in aspects of quantity and quality. This perception has led governments to redefine new property rights. The objective of this poster is to compare the complexity of the institutional environments that regulate water management in the Brazilian states, identifying the influence of the relative scarcity of water on the evolution of this process and on the great variability of structures existent among them.

To identify the impact of the scarcity on complexity of institutional environment, two complementary studies are conducted. First a statistical descriptive analysis with a hypothesis test, followed by a qualitative analysis of the situation of the management instruments in each state. The study concludes that while the process of environment modification does not occur in a linear fashion, scarcity possesses a significant influence on its degree of complexity.
