Based on recent literature on endogenous development as well as clusters and local development, the study presents a strategy to improve the network of enterprises in Latin American countries devoted to irrigated fruit agribusiness. The research, which is based on a case study in northeastern Brazil, designed a productive chain for the fruit agribusiness and presents a successful case with respect to its dynamics as well as the critical steps followed by local communities together with governmental institutions.

A proposal for enhancement of the networking concluded that: a) specialization must be enhanced; and b) not all the areas have the preconditions to improve a cluster.

The steps of the research included the elaboration of a productive chain for which all the links were identified and an interactive interview with groups involved in fruit-chain activities. As a result of the research missing links were identified, making the activity more vigorous for small enterprises of the community.
