Very different animal disease control scenario may be identified as the best, depending on the starting position and the considerations taken aboard. If not all concerns are allowed, comparison between different possible scenarios is impossible. We will argue that this is the most important reason for the polarised debate. It is difficult to weight typically ethical considerations versus “hard” numbers such as (predicted) economic losses. Nonetheless, the former are also important. We describe and discuss a decision support system and ethical elicitation tool, the Animal Disease Intervention Matrix (ADIM), aimed at identifying the ethically best animal disease intervention scenario. The ADIM compares different control methods and scenarios by a layered system of objectives and indicators. A set of indicators is used to evaluate (and score) to what extend a method or scenario meets with all objectives of animal disease control. These objective-scores are then clustered to yield an overall scenario-score (the ADIM-score). It is reasonable to question the role of this system in the decision making process: decision system or decision support system. We defend an intermediate position in which any deviation from the ADIM should be clearly and elaborately accounted for. This system can (and will) be used in ad hoc situations, but it will also be used as an evaluation and scenario building tool that may give incentives to change current legislation. A simulation indicates that a full vaccination policy for H5N1 Avian Influenza has considerable ethical advantages over stamping out or intermediate scenarios.
