During the past decades, private strategic actors have developed regulatory initiatives that aim to remedy the negative impacts of the conventional agrifood system. Against this background, this paper describes the evolution of regulatory initiatives by non-state actors that are relevant from the perspective of pesticide use, while highlighting the role of the key strategic actors. It distinguishes three stages in the evolution of regulatory initiatives by non-state actors, including the conceptualisation of new approaches, their institutionalisation in regulatory formats, and the harmonisation of regulatory initiatives. The main conclusion of the paper is that many of these initiatives have potential benefits, as they provide a practical elaboration of concepts of safe and sustainable agriculture. Moreover, several of them include mechanisms for stimulating participation, and opportunities for learning and upgrading. Finally, it is being argued that under certain conditions private regulatory initiatives can be considered forms of ‘democracy in practice’, as they provide a flexible and reflexive means to respond to challenges in terms of environmental and health problems in agriculture.
