Following a series of scandals the European Union launched an ambitious restructuring of food safety regulation in the last decade. Central to this are the increased emphasis on the responsibility of market actors and the assignment of a new public role for consumers. How is this achieved? And how is the new policy implemented in different national contexts? The paper presents results from a series of institutional analyses which were part of the comparative project “Consumer trust in food. A European Study of the Social and Institutional Conditions for the Production of Trust” conducted by six research teams and coordinated by the authors. Political and institutional change over the last decades in EU, Denmark, Germany, Italy, Norway, Portugal and UK was analysed building on documentary analysis of legal and policy documents, reports, and statistical information from public authorities, market actors and organisations in the food sector, supplemented by media-texts and open-ended, qualitative interviews with key informants. It emerges that, though legislation and core political principles appear to be shared by EU and the six countries, the actual implementation of policy and institutional principles vary considerably, depending on the particular national conditions of, and relations between, state, market and civil society.
