Food production and food protection are indissolubly interconnected. “In recent decades scientific research has created new and unexpected knowledge and technologies that offer unprecedented opportunities to improve human and animal health and environmental conditions. But some science and technology can be used for destructive purposes as well as for constructive purposes. Scientists have a special responsibility when it comes to problems of "dual use" and the misuse of science and technology” (from the InterAcademy Panel document, 2005). The paper describes recent efforts world wide to develop scientific networks working on the issue of agroterrorism and crop biosecurity. It then analyses some of the ethical issues arising from this kind of research, with special attention to dual use issue, freedom of publication and scientists responsibility. The paper argues that a new form of public science is rising. Thus the adoption of a pragmatic approach requiring a confrontation with society is suggested in order to achieve large agreements on possible restriction of freedom, on transparency and on the social role of academic research on security issues.
