There is a growing demand for fish and marine products for human and animal consumption. This demand has led to the rapid growth of aquaculture, which sometimes has been accompanied by an economic loss due to fish escape and diseases. Genetic engineering (GE) strategies, as edible vaccines and DNA vaccines may offer a technological solution for some of these problems. Hence, GE will undoubtedly be introduced into commercial aquaculture within a few years. However, the most prominent challenge to GE in a sustainable context is how to ensure environmental protection and at the same time achieve economic benefits. The current lack of scientific understanding with regard to benefits and risks with DNA vaccines are of both scientific and legal interest. Hence, how to handle lack of scientific information are core issues together with the problem of how to increase transparency and participation. In this paper we present the preliminary results from interviews of experts. Our intention was to elicit expert views on the present state of scientific understanding, and to identify and systematize uncertainty with regard to potential health and environmental effects by DNA vaccines. Our focus was on the scientific and regulatory aspects of risk assessment and management. We will give some suggestion in how information about uncertainty may help to direct further research, increase flexibility in decision-making and give guidance into how to take precautionary measures concerning introduction of DNA vaccines in aquaculture.
