At the previous EurSafe conference we presented a paper about developing and working with an ethical framework that combined aspects of the ethical matrix and multi-criteria mapping. We coined this ethical framework as participatory multi-criteria analysis, and told a positive story about our experiences with the framework in the Dutch agricultural and food regulatory context. In comparison with the ethical matrix, we replaced the ethical principles with socio-political values and moved these from the columns to the rows of the matrix, we skipped the actors from the matrix and ensured that impacts on a variety of actors were covered by completing the matrix in an interactive multi-stakeholder setting, and we added scenarios in the columns of the matrix to be able to compare the ethical impacts of different policy options. Although initial experiences with this framework were positive, further experiences with the framework revealed difficulties in incorporating the framework in decision-making processes. We learned that the Dutch Ministry of Agriculture, Nature and Food Quality needed to get a better idea of how socio-political values, ethical principles and legal norms relate to each other. At that point it appeared helpful to return to the principles of the ethical matrix to shed light on the relation between values, principles and norms. The main message of this second report about our experiences with participatory multi-criteria analysis as an ethical framework is that ethical frameworks and competencies are complementary, and need to be developed simultaneously to improve decision-making processes about ethical aspects of agriculture and food production.
