Norway is revising its animal welfare legislation these days. In the current Animal Protection Act the basic animal ethics principles are to avoid suffering, to treat animals well and to consider their natural needs and instincts. In addition, a principle stating the need to balance our duties towards animals with the needs and interests of humans is expressed by the formulation ‘unnecessary suffering’. These principles (only with slightly different formulations) are retained in the new act. The novelty of the new act is shown through its insistence on enhancing respect for animals. New is also the recognition of ‘the animal’s value of its own’ (intrinsic value), which is stated in the Act’s general provisions. Respect for animals and their intrinsic value is hard to follow up in practice, particularly at a time when available resources for inspection seem to have decreased. With the new legislation increased emphasis is therefore put on building good attitudes among animal keepers and the general public. The challenge is to provide adequate measures to achieve in practice the intentions of respect for animals expressed in the new act.
