Agricultural production and transformation in Europe and North America made extraordinary progress after the Second World War until the 1980s due to consensus among the stakeholders (farmers, unions, agro-industrialists, government, consumers, researchers) about the aims to be reached, and due to agricultural policies, scientific and technical progress, leading to high pressure on the ecosystems. Since the 1980s, emerging diseases and sanitary crises, the growing coexistence of national, regional and international policies, environmental concerns, evolution in proprietary regimes, changes in the academic world, etc. have broken down the consensus on priorities. Recent food riots have revived the question of the capacity of the world’s natural resources to feed future generations. Today, according to FAO, more than 920 million people suffer from hunger in the world. But food security does not have only a quantitative aspect, it also has also a qualitative aspect. Obesity and malnutrition are found all over the world which leads to high mortality rates. Increased consumption of animal proteins is leading to high pressure on natural resources. Climatic change is putting extra pressure on food production thus leading to migration and rural exodus. Research has a very important role to play in answering the quantitative and qualitative challenges linked to food security, but in order to do that, priorities need to change. Many of the challenges facing agriculture currently and in the future will require more innovative and integrated applications of present knowledge, science and technology (formal, traditional and community-based), as well as new approaches for agricultural and natural resource management. Innovative institutional arrangements are essential for the successful design and adoption of ecologically and socially sustainable agricultural systems. The paper describes the work done by the Joint Ethics Committee of Inra (Institut national de la recherche agronomique) and Cirad (Centre de coopération internationale en recherche agronomique pour le développement) on the question of food security.
