Water scarcity will be one of the greatest challenges facing the world in coming decades and the food sector will feel this keenly. By 2025 an estimated 1.8 billion people will be living without enough water to survive. Already many rivers and aquifers are too dry to support ecosystems of livelihoods that previously depended on them. Because irrigation uses 70 percent of abstracted freshwater, food is on the front line of this problem. As concern over water escalates, food production will be affected and blamed in equal measure. Some major food companies are seeking to address this: water shortages already strain production in some regions, so they are concerned about material scarcity as well as about their reputations for corporate responsibility. However, it is not clear how food businesses should act on their responsibilities for water stewardship, given that place-specific social and environmental impacts of water scarcity frustrate initiatives based on regulating the ‘embedded water’ in food products. In this paper we report on a current project to pilot a dialogue-based approach to governing water use through international food supply chains. The project brings together a major UK retailer, a supplier in Spain and civil society organisations in both countries and operating across Europe. The project is funded under an EU Framework Programme 7 initiative to support innovative research co-operation involving civil society organisations.
