The aim of this paper is to analyse the normative content of the switch from open ended public engagement to genuine public participation (distributive expertise) in the field of plant genomics. In the last few decades (plant) scientists have used a wide array of communication instruments to engage the public in their work and its societal consequences. However, it proved difficult to provide public access to knowledge and to the decisions on the application of that knowledge. The Dutch Centre for BioSystems Genomics (CBSG) is a public/private consortium engaged in genomics research on tomato and potato with the aim of developing new cultivars. In 2005 the CBSG started an experimental series of five Societal Interface Group (SIG) sessions, to involve members of the public in their work. Ten critical and independent people with different relevant societal backgrounds in experience and preparation of food, together with eight members of the Management Team of the CBSG, discussed the research agenda, projects, and societal context of the research. At the end of each session the SIG members formulated a set of recommendations. In 2009 we will evaluate the SIG as a deliberative framework that facilitates upstream engagement in agenda setting and downstream engagement in policy-formulation within the CBSG context. In this paper we will report on the normative aspects involved: transparency and access to knowledge, openness of discussions, pluralism in deliberations, responsibility of the Management Team in addressing the recommendations, and autonomy of the SIG.
