A comparative analysis of the inclusion of animal ethics in animal welfare policy-making in four European countries (Austria, the Netherlands, Norway and the United Kingdom) reveals several similarities and differences in national experiences. This analysis shows that considerable similarities exist with respect to the framing of ethical issues in animal welfare policy-making. All four study countries have adopted quite similar animal welfare legislation that is further specified in guidelines and codes of practice. Probably the most interesting difference between the four countries concerns the interpretation and relative weight of the notion of enhancing natural behaviour in animal welfare legislation. The UK explicitly opted to reformulate this notion of behaviour as set out by the Brambell Committee into normal behaviour, thus introducing current farming practices rather than nature as the benchmark for measuring welfare. In Norway, natural behaviour refers somewhat ambivalently to either behaviour that can be observed in a species’ wild relatives or in the animals when placed in natural or semi-natural environments. Austria and The Netherlands opted to embrace the notion of natural behaviour as one of the main guiding principles in animal welfare legislation but struggle with the application in more specified guidelines and codes of practice.
