The paper notes the dynamic nature of the supply chain environment for food SMEs in lagging rural regions of Europe and, using the Delphi technique, forecasts the main issues for two time periods (2004 and 2007). Consumers will have significant influence, and in meeting their requirements, food SMEs will undertake many developments and changes. Factors inhibiting change and development are many, but focus on the lagging rural status of these regions and the objectives and limited capabilities of the SMEs concerned. Overcoming the barriers will involve devising a suitable rural development policy, which combines an appropriate business environment, physical and technology infrastructure provision, and an awareness of the objectives of, and issues facing, food SMEs.
