To avoid a Malthusian meltdown, increased food production will be a global imperative and Genetically Modified (GM) technology offers one potential solution. However, there are real fears about the long-term effects of introducing GM inputs into the food chain. How feasible is the notion of a global regulatory standard for GM foods and in whose interest is such a standard likely to be? This paper aims to identify the likely winners and losers in the biotechnological revolution by firstly reviewing the history of GM technology and identifies the scientific risks to the consumer and environment, arising from the cultivation of GM crops and the consumers perceptions thereof. We then go on to consider the domestic legislative frameworks for dealing with GM goods and whether a global regulatory standard is likely to emerge.

We conclude that biotechnology companies stand to gain the most through establishing ownership rights over new developments in the food chain. We also find a real conflict between the US and EU approaches to GMO treatment, which is likely to impede international organizations in their pursuit of standardization.
