Seaweed cultivation is an established industry in Asia. In Europe, the interest in seaweed cultivation is increasing, but the industry is still in its infancy, driven by a vision of an era of sustainable economic growth and job creation. Norway, with its long coastline, well-established fisheries and aquaculture industries and a profitable alginate production based on harvested seaweed, as well as ambitions for transitioning from a petroleumsbased economy, seems perfect for seaweed cultivation.

A publicly funded research and innovation project, has studied the conditions for a profitable, sustainable seaweed cultivation industry in Norway, as perceived by researchers, industry representatives, other stakeholder, supplemented by discussions in public meetings. One major obstacle identified in the study was the creation of markets for relevant products. Another was that commercial actors are either small-scale start-ups or producers dependent on innovation-oriented public funding. This presentation will discuss potential normative issues regarding public market creation efforts for a sustainable seaweed industry, in light of Mariana Mazzucatoâs theory of mission-oriented innovation policy.
