Abstract

Various kinds of education at various levels were further popularized and a certain effect was produced in the balanced development of education during the period of the 12th Five-Year Plan. The government specially increased input in the educationally disadvantaged groups, the areas with a lack of educational resources and the fields with weak educational development, and coordinated the balanced development of education to promote educational equality. However, at present, some problems still need to be solved in the educational field. The contradiction between supply and demand in preschool education has not yet been fundamentally eliminated; compulsory education is unbalanced between urban and rural areas, among regions and among schools; the development of secondary vocational education is relatively slow; the inequality in higher education opportunities between urban and rural areas and among regions remains salient; discrimination against the children of the migrant population still exists. More effective policy measures are still needed for achieving the educational development goals for the period of the 13th Five-Year Plan.
