Agricultural policy discourse in the United Kingdom (UK) is currently dominated by two key themes: on the one hand, the government is pushing heavily for thorough liberalisation of the EU Common Agricultural Policy (CAP); on the other hand, it has promoted the concept of âone planet farmingâ, which is a shorthand for a sustainable farming and food system that respects ecological limits. This paper begins by exploring both themes and examining how they have developed through recent policy statements. It discusses the roles played by competing government departments and interest groups, including the farming lobby and environmental groups, and the international influence of these UK policy discourses. The central part of the paper examines tensions between these two themes. For liberalisation of the CAP to promote a sustainable farming and food system, what other conditions would need to be met? What assumptions does this discursive pairing make about the responsibilities of UK/EU consumers to people in poorer countries, about countriesâ capacities to enforce environmental standards in production and on imports, and about the range of plausible scenarios for the CAP and international trade rules? The paper closes by discussing alternative policy themes that seek to address these tensions and to expand the opportunity for citizens and stakeholders to contribute to policy formation.
