Abstract

The 2020 presidential elections in Poland were to be held during the peak of the first wave of the COVID-19 pandemic. Despite the pandemic conditions, the Polish government determined to organise these elections, which encountered some legal, organisational and political difficulties. Ultimately, elections were conducted after changing the date and in a hybrid formula: in person in the country and by post abroad. In this chapter, we present an analysis of postal voting in the presidential elections from the perspective of voters voting from abroad. The analysis is based on the results of a questionnaire survey conducted among Poles after the first and second rounds of elections. The results indicate the course of the election process abroad - from registration to postal voting; they name the problems that arose in connection with postal voting in these elections, as well as the degree of satisfaction of Poles voting abroad with this voting method. The chapter contains a quantitative and qualitative analysis of the respondentsâ answers and a description of the political and legal context of the presidential elections during the pandemic in Poland and the experience of postal voting in the country so far.
