Abstract

The aim of the presentation is to investigate the effects of the COVID-19 outbreak on local elections in Latvia in 2020â2021 (the extraordinary elections for Riga council and the ordinary local government elections). Specifically, the intention is to analyse the pre-election campaign, electoral procedures, an act of voting under the pandemic restrictions as well as the results of the elections. Despite the fact that neither of them was organized in a state of emergency in Latvia, they were both affected by the pandemic and took place under several restrictions. The presentation reveals that while low voter turnout resulted from the fact that certain citizens refused to vote due to safety reasons, it is also a consequence of factors that arose long before the pandemic outbreak such as distrust and discontent among various social groups against the political elite. Finally, the presentation reveals that both the results of public discussion about new methods of voting and the results of the elections held during the pandemic in Latvia have a deep socio-economic, political, cultural, and historic context.
