Abstract

Compliance of elections with agreed standards is a precondition for a political system to be considered democratic. Nowadays, the holding of elections alone is not sufficient for a country to be considered democratic, but it is nevertheless a necessary condition when we examine whether a political system can be classified as democratic. The pandemic period, with a significant restriction on social contacts, posed a major challenge to the standards for democratic elections. One of the issues was how to organise elections to respect the universal suffrage. The aim of the chapter is to examine the nature and significance of alternative voting procedures while trying to satisfy the electoral principle of universality during a pandemic. Results of the research enable to formulate a thesis that alternative voting procedures support the principle of universal suffrage during a pandemic, pointing out at the same time to the dangers arising from the lack of legitimacy for the new rules of conducting voting.
