Teachers are traditionally prepared by the privileged normal institutions. Under the reformed teacher education system, teachers are open to be prepared by approved teacher preparation programs in regular universities. The meaning of teacher quality achieved by the aspects of recruiting, training, practicum, employment, and retention between tradition and reformed teacher education system are interpreted in the chapter. The positive and negative outcomes of the reformed system are analyzed. The preparation of primary teacher for teaching mathematics is described. The quality of teaching of in-service teachers is enhanced by upgrading the program of their academic study, participating in professional institutions or workshops, participating in international or national conferences, and participating in the master teacher program and research projects.
