This chapter explains the EU regulatory schemes applying to imports into the Union of all foods i.e. foods of animal origin, of non-animal origin and composite foods. The general introduction in Section 20.1 points out the present situation – ‘in regulatory transition’ – and refers to the earlier detailed publication on the topic. Practical information on EU regulatory affairs in comparison to the rest of the world is given in Section 20.2. As of Section 20.3 food import rules are dealt with, starting with a discussion of who is legally responsible for imports and describing the resulting far-reaching responsibilities. Section 20.4 deals with the EU requirements on food imports, discussing types of requirements, regulatory schemes according to food categories as well as emergency measures. Section 20.5 touches on official controls and audits. Section 20.6 discusses the possible outcomes of official controls and their consequences. Section 20.7 discusses developments brought by the new Official Controls Regulation 2017/625. Summary and conclusions are given in Section 20.8.
