Abstract

The transformation of governance through digital technologies carries significant implications for equity and justice within climate adaptation. The use of information and communication technologies can serve to increase inclusion, deliberation and transparency within the policy-making process. However, it has also been recognized that the digitalization of governance arrangements can reflect and reinforce challenges encountered in traditional forms of governance by creating new lines of inclusion and exclusion, undermining deliberation, and reducing opportunities for political mobilization. While these considerations are of direct relevance to governance within the field of climate adaptation, the implications of digital governance for accountability within the field of climate adaptation are relatively unexplored, either conceptually or empirically. Southeast Asia is a pertinent region within which to explore this topic, given both the significant citizen engagement in the cyber sphere and high levels of exposure and vulnerability to climatic hazards in the region. Against this backdrop, the paper develops a conceptual framework for understanding the digital governance-climate adaptation-accountability nexus. Empirically, it then outlines the implications for accountable adaptation governance of e-musrenbang, an e-governance tool utilized in Indonesia. Drawing on a case study of districts of Surabaya exposed to coastal flooding and sea-level rise, the paper provides a grounded understanding of the implications of digital governance for equitable adaptation. The implications for similar e-governance arrangements in climate-exposed regions in South-East Asia are also considered.
