Abstract

Transport infrastructure provision is traditionally considered essential to alleviate regional economic inequalities. An increasingly important policy instrument for delivering transport infrastructure is the Public–Private Partnership (PPP), which is characterized by the bundling of project stages in a long-term contract. This characteristic of PPP s in transport projects potentially contributes to sustainable economic development. Although there is much literature about the potential and realized positive (economic) effects of PPP s and the factors explaining these effects, little is known about how PPP s could contribute to increasing economic equality in regional economic development, as one of the Sustainable Development Goals (SDG-10). This chapter explores the new policy notion of geographical bundling through PPP s. Geographical bundling involves merging – in a single contract – several similar infrastructure projects that are located in different regions, which are distinguished by location, scale, and function. This chapter aims to specify the potential benefits and challenges of geographical bundling by PPP s for achieving equality in regional economic development. It presents the first results of a content analysis of nine policy and project documents about Indonesian cases for bundled toll road development in Java and Sumatra. The cases show that the main potential benefits are on the macro level, including positive economic equality effects, alleviating financial government constraints, and contributing to SDG s in the future. Potential challenges appear mainly on the project (micro) level and concern conflicting public-private interests and issues around land acquisition. Further research using primary data is needed to explore and assess the role of geographical bundling in materializing these benefits and challenges.
