The United Nations, from its early beginning, took a strong interest in the problems of less developed countries. This received an impetus when the Truman administration, encouraged by the success of the Marshall Plan, launched the "Point Four" programme for less developed countries, with emphasis, natural at that time, on the role of the United Nations. This led to pressures, in ECOSOC and in the General Assembly, to establish a large UN economic development fund, which, by giving grants, would supplement the interest-bearing more "commercial" assistance extended by the World Bank and the IMF. Strong opposition by the United States, which while subscribing to a role of the United Nations in technical assistance, did not want any additional organ in the field of larger-scale capital projects, made the establishment of a SUNFED (Special UN Fund for Economic Development) impossible. The compromise (achieved in 1958) was a small UN Special Fund for what were called pre-investment projects. This fund was merged in 1966 with the Expanded Programme of Technical Assistance into the UN Development Programme. One emphasis of this programme was that the UN specialized agencies would act as executors of the projects approved under UNDP. Soon criticism developed that the programme was becoming "bureaucratic" and inefficient. In 1968 Sir Robert Jackson, a well-known trouble-shooter in the UN Secretariat, was asked to write a "bold and imaginative" and "hard-hitting" report on how to improve things.

The present article discusses, and generally agrees with, the Jackson recommendations. Much of what he had to say remains relevant today, as the UNDP still struggles with the problem of how to integrate national government priorities into wider goals related to, e.g., the environment and sustainable development.
