Around June 1997 the Netherlands and other countries which had been recipients of Marshall Plan assistance paid attention to the fact that it was fifty years ago that General George Marshall had pronounced his famous lecture at Harvard University. It is frequently suggested that the methods of the Marshall Plan can be used today in financial aid programmes for, e.g., Africa or Eastern Europe. Eastern Europe was specifically mentioned in this respect by Dutch prime minister Wim Kok in an address at the official commemoration in The Hague of Marshall's speech. The following article argues that the Marshall Plan was unique in several respects, and that therefore its methods cannot be automatically repeated today.
