Abstract

The Baltic Marine Environment Protection Commission (HELCOM) is established through the Helsinki Convention and tasked with monitoring the implementation of the convention and making recommendations for its fulfilment. The chapter discusses the role of HELCOM in the protection of the marine environment in particular. It situates HELCOM in the regulatory landscape of the Baltic Sea, characterizes HELCOM as an actor in international law, and discusses the nature of its functions and acts. Regulatory action targeting the Baltic Sea is undertaken on multiple levels. In this respect the chapter discusses the relationship between HELCOM and the European Union in particular, as the intertwined nature of policies and acts of the two organizations concerning the Baltic Sea affects both the regulatory impact as well as the implementation of the Helsinki Convention.
