Abstract

The leadership of the European Union in the fight against illegal, unreported, and unregulated (IUU) fishing is tightly linked to the progressive incorporation of the United Nations Convention on the Law of the Sea (UNCLOS) and its satellite global fisheries agreements and voluntary instruments into successive iterations of the Common Fisheries Policy (CFP). This chapters offers a chronology of the international law and policy developments that have had shaped the evolution of the CFP from the time of the UNCLOS III negotiations to the latest fisheries control reforms of the CFP. The discussion demonstrates the essential role that the cross-pollination between the CFP and those international instruments has played in providing a comprehensive legal basis for EU leadership ambitions and actualisation in IUU fishing control matters.
