Abstract

For the European Union (EU), sea and oceans represent a crucial issue in many sectors. With full international legal personality, the EU has the capacity to conclude treaties. This is an attribute from which it benefits greatly, particularly when it comes to maritime issues. The European Union is now a party to the main universal treaties on the law of the sea. It is also a member of several international organisations concerned with maritime issues. This enables it to make a significant contribution to the development of the law of the sea. On the one hand, the EU makes an active participation to the drafting of law of the sea rules. Within the various international cenacles, it is both a force for proposals and a force for negotiation. On the other hand, the EU is also working to encourage the implementation of existing rules through various actions.
