Abstract

In this chapter, a survey of the evolution of the protection of the marine environment at the regional level, from its first manifestations, prior to the emergence of a global ecological consciousness raised, symbolically, in the Stockholm Conference of 1972, to the present day, 30 years after the entry into force of UNCLOS, is done. The decisive participation of the Regional Seas Program (RSP) of the United Nations Environment Program (UNEP), the true backbone of the entire marine environmental protection system at the regional level, will take the leading role. Its launch in the early 1970s, its evolution and constant growth in these 50 years since its creation and, above all, its legal (international treaties) and institutional (international organizations) results will occupy most of this paper. In addition, other international treaties, and organizations, also of a regional nature, have also been respectively done and established in parallel. Their contribution to the international protection of the marine environment, in this area, is equally worthy of mention. The general picture offered by the list of treaties and IO, or the lack thereof, will be the subject of some overall considerations, as conclusions.
