Abstract

The Ghana Institute of Management and Public Administration (GIMPA) was set up in 1961 as a collaboration between the government of Ghana and the United Nations (UN) to address the educational needs of Ghana’s public sector. A 2004 Act of Parliament of Ghana reframed GIMPA as a market-driven public university with no funding from the public purse. GIMPA derives its revenue mainly from tuition fees and collaborative programmes. The Institute’s unique financial model has been the envy of many institutions around the world, even though the underbelly suggests that not all is well. The Coronavirus pandemic has exposed GIMPA’s vulnerabilities and the challenges that the neoliberal model poses to the preservation of quality in higher education. This chapter, therefore, questions the sustainability of GIMPA’s model and considers the factors that sustain or subvert GIMPA’s financial resilience.
