Abstract

The Japanese government has actively promoted the internationalisation of higher education. Such initiatives had yielded tangible outcomes prior to the outbreak of COVID-19, but the functioning of the established system was disrupted by the pandemic. While the end of the coronavirus crisis is not on the horizon yet, inventorying the situation in Japanese higher education to gauge the scale of the required efforts towards the post-COVID-19 revival appears to be a worthwhile exercise. After examining the preliminary accomplishments in respect of internationalising Japanese universities, this chapter discusses the major challenges that Japan’s international higher education was faced with during the COVID outbreak. Next, the chapter reviews government’s counter-pandemic policies pertaining to the higher education sector, as well as universities’ response to the pandemic. The concluding section speculates about possible contours of Japan’s post-COVID-19 international education landscape.
