Abstract

The first part of this chapter explains the basic structures of the German higher education system with a focus on regular governance principles as they have emerged since the mid-1980s. The sections that follow elaborate on the effects of the COVID-19 pandemic on institutional governance arrangements in the German higher education system including the organization of teaching and learning because these were affected most by the pandemic. In the conclusions the question is asked whether it will be possible to return to the ‘old’ or a ‘new’ normal, and the focus is broadened to consider more general issues concerning the role of science and scholarship during the pandemic. As we are still in the midst of the COVID-19 pandemic the chapter must be considered as a snapshot and many issues cannot yet be supported by in-depth research.
