Abstract

This chapter focuses on government policies and decisions taken by the management of higher education institutions (HEI s) during the COVID-19 pandemic in one of the Central Asian countries. The Ministry of Education and Science (MoES) of the Republic of Kazakhstan states that HEI s had previously provided distance learning and unlike schools, they have been less affected by the new government policies. However, experts admit that HEI s were not ready to go fully online and had to adapt quickly to the new realities and challenges. The chapter, therefore, highlights three aspects, based on the analysis of the structured interview data: (1) the challenges faced by the leadership of HEI s in Kazakhstan during the pandemic, (2) solutions for the successful transition to online learning, and (3) government’s role in guiding HEI s on how to overcome the crisis of the urgent transition to online teaching.
