This chapter examines the way in which the three regional systems for the protection of human rights address the issue of time when it comes to examining petitions from individual applicants. Despite the fact that they were created and have evolved in different contexts, and despite the fact that the procedural rules governing their operation are not identical, the analysis nevertheless shows that both the commissions and the courts in Africa, the Americas and Europe have considerable leeway to deal with cases in a way that respects both the principle of legal certainty on the one hand and the pro persona principle on the other. In the final analysis, the balance is always a complex one.
