Abstract

By ratifying the United Nations Convention on the Rights of the Child (UNCRC) and the African Charter on the Rights and Welfare of the Child (African Childrenâs Charter), African countries have committed themselves to protect and realise child rights. These treaties come with various obligations aiming, in a way, to compel states to make child rights a priority. A stateâs budget guides a government in investing in its priorities and is the central tool for managing the economy and social development of people. How governments generate, allocate and spend money is crucial in respecting, protecting, and fulfilling childrenâs rights. Therefore, understanding how a government manages public funds helps to separate the reality from the rhetoric about its commitment to child rights. This chapter discusses the budgetary obligations under the UNCRC and the African Childrenâs Charter. It shows how public budgets contribute to realising childrenâs economic, social, and cultural rights and identifies progress made by African countries in childrenâs rights budgeting. While primarily a commentary of the available literature (specifically the charters and general comments), the chapter reflects on a methodological framework and practical steps to incorporate childrenâs socio-economic rights in public budgets.
