Abstract

This article analyzes the transformation of the former international order in the direction of the formation of new centers of world dynamics, gradually shifting to Asia. According to the author, this transformation marks the birth of a new historical form of globalization, arising on the basis of competition between different civilizational models of development. The difference and similarity of these models determines the effectiveness of Russia’s already established geopolitical alliances, in particular with India and China. The prospects for their further cooperation are determined by many factors. However, the only thing that brings Russia indeed closer to its main partners in Eurasia is their objective value-semantic opposition to the West as special “countries-civilizations” forced to implement a policy of “catch-up development” without losing their civilizational identity. In this context, the author compares the national development strategies of India, China, and Russia. The key point of their strategies is their combination of both Western and their own forms of modernization. Unfortunately, a comprehensive program of modernization has not yet been implemented in in Russia. In the field of economics, science, education, and culture, the country is still guided by Euro-Atlantic patterns. Currently, some analysts are proposing to abandon the “comprehensive modernization program” and to focus on the transformation of the “natural state” into a “state of open access” to political and economic resources. But that is not enough. In addition to the formation of new institutions of social and public administration, a great deal of cultural and ideological work is needed to update the value-semantic framework of Russia, to fill it with new meanings.
