Abstract

This chapter deals with the fundamental issue of international cooperation. It is generally believed in IR studies that international cooperation largely depends on states’ interests and calculation of relative or absolute advantages. However, the authors argue that that approach narrows the analysis of international cooperation, because it disproportionately underscores the importance of institutional stimuli for cooperation. Instead, this chapter shifts the focus towards practices of international cooperation. Based on Arjun Appadurai’s approach towards “scapes” and “flows,” the authors distinguish several interconnections between international cooperation and globalization. Globalization provides a powerful impetus to existing and new practices of international cooperation due to homogenization in one direction, but complicates the environment for the implementation of these practices and has a disorienting effect on actors of international politics by multiplying entities in other areas. The conclusion is that some temporal and spatial interconnections intensify international cooperation while the others tend to blur the common understanding of duration, self-identification, and issue specialization for political actors. That development makes international cooperation more resilient towards external pressure and less coherent.
