Abstract

Quality higher education (HE) is now recognised as a sine qua non for Africa’s sustainable socio-economic development. The fourth sustainable development goal is unequivocal on provision of quality HE. This has brought quality assurance (QA) into the HE policy discourse. However, there is a dearth of knowledge about the purpose and process of quality audit as a QA methodology from the perspective of the African Union Commission (AUC) in particular. Therefore, this chapter answers the question: Why and how should institutional quality audits be conducted by external quality assurance agencies (EQAAs)? Quality enhancement and promotion of public accountability ought to be the overarching purposes of institutional quality audit from the perspective of the AUC. In terms of approach, the institutional quality audit should be preceded by self-assessment by the institution and submission of the report to the EQAA. Institutional quality audit should follow three phases: the pre-institutional audit, the institutional audit (or execution), and the post-audit. In line with the formative outlook of institutional quality audit, greater attention should be paid to the formative dimension – aspects of the QA system which require further development – than the summative aspects or judging quality.
