Abstract

Higher education (HE) worldwide has been faced with situations of low and untimely funding by their governments and sponsors. On the other hand there is outcry by governments and other agencies that funds injected into higher education are mis-managed and lack proper accountabilities. The Writer reveals that quality institutional budgeting and finance management will not only heighten the achievement of universities’ core functions, but will alleviate the ills that affect the core university functions. In discussing this theme a two prone approach was considered; to appreciate higher education practices at Global levels as well as delve into the Human Capital’s Theory and depict how the application of this theory supports higher education Managers in strengthening the budgeting and finance management processes. Thus, to address the expectations of the Sustainable Development Goals [SDGs] (2015), World’s Universities must satisfy the core themes on which HE is anchored: promotion of quality and relevant education and training, professional mentorship of students and faculty, development of good governance with emphasis on academic freedom and leadership while recognising the role of government and industry and advancing the principles of equity and affordability and the promotion of scientific research and innovations for societal transformation.
