Abstract

This contribution examines how religion and nonreligion are considered in Norwegian migration policy documents. Which assumptions do these documents express regarding the role of religion and nonreligion in the life of immigrants and their descendants? In order to answer this question, a content analysis of Governmental White Papers on migration and integration in Norway 1974-2016 has been conducted. The analysis shows that the White Papers contribute to the othering of migrants and their descendants by describing them as particularly religious and by characterizing their culture and religions as fundamentally different than that of the majority population. By ignoring the nonreligious among immigrants and their descendants, several relevant public policy issues are also omitted.
