Abstract

This chapter surveys significant issues regarding public opinions expressed on the Chinese internet in 2007 in order to clarify the political and social tendencies of the Chinese population that year. It analyzes the successes and failures of the government in handling public opinions on the internet. The popularization of the internet had a pioneering and creative effect on the cultivation of civil society and the development of public space. Online discussions are numerous and jumbled, but their focus on socially sensitive issues is centralized. Internet users are a jumbled social group, their topics of discussion are widespread, and their voices are complex and diverse. 2007 was a year in which the Chinese government responded to internet public opinions, made positive progress, and encouraged the mobilization of the internet, as it had in 2003 when successfully handling the severe acute respiratory syndrome (SARS) epidemic.
