Since it began the process of reform and opening up, China has made great strides in alleviating poverty, with the number of rural poor people decreasing by 700 million between 1978 and 2004, an average of 19.45 million per annum. During this same period, incidences of poverty dropped by 90.3 percentage points, with the number of poor people decreasing by 6.4% per annum on average. The CPC Central Committeeâs Proposal on Formulating the 13th Five-Year Plan (2016â2020) on National Economic and Social Development (ãä¸å±ä¸å¤®å³äºå¶å®å½æ°ç»æµåç¤¾ä¼åå±ç¬¬åä¸ä¸ªäºå¹´è§åçå»ºè®®ã) was passed at the Fifth Plenary Session of the 18th CPC Central Committee. This proposal puts forth new requirements in the pursuit of a moderately prosperous society across all aspects, including the general improvement of the peopleâs standards of living (SOL) and quality of life (QOL), lifting all rural poor people (and thus all poverty-stricken counties) out of the current national standards for poverty, and solving the issue of overall regional impoverishment. Poverty alleviation will become one of the most important tasks to be undertaken by the 13th Five-Year Plan.
