Summary

The following questions were raised and discussed:

1 Short and long term prospects for private sector intervention in livestock research in Eastern Europe

– Short term prospects — for the private sector according to requirements in foreign countries: confidence in the capabilities of the research teams was expressed.

– Long term prospects — In addition to the public sector, the domestic private sector will fund research after the privatization of co-operatives, share holder enterprises and companies, agro-industry, processing industry and former breeding associations, meat traders, etc. has been done.

2 What are the fields to be covered by such research

Problem orientated programmes and prospects: the research must be more sensitive to the producers and consumers requirements. There will be a shift from mono-disciplinary research to multi-disciplinary research. In the first phase, research will be oriented towards increasing of the production and improving efficiency. In the first and second phase both in the Eastern and Western Europe the orientation will be comparable. Attention will be paid to environmental problems (pollution, condition of production units, optimal size of farms, concentration of farm animals), health, welfare, etc..

3 West-East Brain Drain

It is necessary to build up a comprehensive system, that includes: exchange of scientists, organisation of seminars, postgraduate courses, education of students abroad in universities. The research staff in the Eastern European countries is getting older. Research is not attractive to young people (low salaries in the research sector). The regional co-operation between institutes and universities will be very useful.

4 Research management style

There will be a shift from the administrative style to the managerial style. The East European countries need support from West European countries. ISNAR has broad experience in this respect.

5 Recommendations

1 A booklet should be published which would provide basic information on animal research institutes in Europe (staff, facilities, programmes, prospects, etc.)

2 ISNAR’s assistance should be requested to improve research management style.
