Summary

The main subject for discussion was to make the inventory of experiences in respect of Monitoring and Evaluation: this included mainly the following countries: UK, Ireland, Slovenia, The Netherlands and Germany. The group came to the following conclusions:

– Evaluation systems in use concentrated on proposals rather than on results of research.

– Evaluation systems in use concerned mainly referee-systems, e.g. scientific peer review from inside science, albeit in international context.

– Economic impact was identified as being of prime importance (cost-benefit-analysis) but it was recognized that it is not commonly used. This is understandable for the Eastern side, but it was not much used in Western Europe either.

– It was found that the evaluation unit should be built-in within the project. Some evaluation on programs is applied in practice on a trial basis, however it is more complicated because it implies a higher level of integration.

– Mention was made of the sharp cuts in government funding of research that occurred in several countries. UK and Ireland are examples in this respect.

– EC has a strongly competitive granting system. In principle competitive systems have positive effects. However according to what was mentioned the success rate is in the region of 1:5, the disadvantage is that a lot of work is invested with no (financial) benefit.

– It was indicated that ex-ante evaluation should be carried out in an international context so as to prevent the implication it may have.
