In this chapter I analyze the counterinsurgency strategy of Ahmet Feyzi PaÅa, the Ottoman officer who put down the 1891 rebellion and subsequently became governor of Yemen. I argue that his policy was based on âpunitive repression;â that is, the insurgency was treated as a military problem which could be dealt with by pure force. This involved arrests, torture, and increasing the number of fortified posts to hold down the population and check the movements of the imamâs men. I show that this policy failed to suppress the rebellion because Feyzi PaÅa did not have the military or financial resources to crush the insurgency in a decisive manner. In addition, the sources do not record that Feyzi PaÅa made any meaningful effort to win the support of the population, which was necessary in the event of a failure of a policy based on pure force. Understanding this, Feyzi PaÅaâs successor HÃ¼seyin Hilmi PaÅa would try to implement a policy of âsoftâ counterinsurgency, in which efforts to gain the voluntary support of the population would play a major role.
