Abstract

This chapter is a detailed examination of the Vuotos case between Finland and Sweden, between the years 1960 to 2019, which includes interviews of participants and experts. In that case, EIA processes, which publicized projected environmental consequences, proved critical in halting a major hydropower project which portended adverse environmental consequences. This case is particularly interesting because both countries have strong civil societies, both have robust environmental movements, and both are parties to the Espoo Convention (Espoo is situated in Finland).
